I don't fully monetize a site until it has good backlinks and search engine rankings. For the site listed above, I focus on image search optimization so bounce rate doesn't really matter to me. I can monetize those visitors as hard as I like since very few of my daily uniques are return visitors, about 5-10%. In-page pop-ups are more suited to established websites.
